Recommendations

The Chief Financial Officer and the Commissioner, Wage and Investment Division, should work with the Department of Health and Human Services to develop a comprehensive risk assessment of improper PTC payments, including the risk of APTC improper payments.

The Commissioner, Wage and Investment Division, should continue to refine the selection criteria to ensure that returns with the greatest potential for revenue protection are selected and worked.

The Commissioner, Wage and Investment Division, should implement a process to systemically identify and evaluate tax returns filed by individuals who have a nonwork dependent SSN to prevent erroneous refunds of the ACTC.
