Two Senior Executives Named At TIGTA

Two officials at the Treasury Inspector General for Tax Administration (TIGTA) have been certified as members of the Senior Executive Service (SES), Inspector General J. Russell George announced today.

TIGTA Chief Counsel Roderick H. Fillinger and Larry A. Koskinen, Associate Inspector General for Mission Support, were certified by the Office of Personnel Management's Qualifications Review Board. The board determines whether the candidate has the requisite executive qualifications for entry into the SES. Members of the SES serve in the key positions just below the top Presidential appointees.

Roderick Fillinger

Fillinger is the second Chief Counsel in TIGTA's nine year history. He replaces Mary Anne Curtin, who retired in February 2008. He previously served as Deputy Chief Counsel, a position he held since 2005. Prior to joining TIGTA in 2000, Fillinger held several legal positions at the Internal Revenue Service (IRS).

During his tenure at the IRS's district office in Cincinnati, Fillinger represented the IRS in Tax Court, served as a Special Assistant United States Attorney handling bankruptcy matters, provided legal support to IRS Criminal Investigations Division special agents, and worked with the Large Case Program. Fillinger subsequently worked in the IRS's regional offices in Cincinnati and Atlanta.

"With his background at TIGTA and the IRS, Rod was a natural choice for the position," George said. "I am proud to have Rod as part of TIGTA's leadership team."

As Chief Counsel, Fillinger oversees a staff of attorneys and disclosure specialists that provide a full range of legal and disclosure services.

Fillinger is a graduate of the University of Cincinnati and Salmon P. Chase College of Law at Northern Kentucky University. He is admitted to practice in Kentucky and before the United States Supreme Court and Tax Court.

He and his family live in Northern Virginia.

Larry Koskinen

Larry Koskinen is TIGTA's Associate Inspector General for Mission Support. He is responsible for overseeing TIGTA's chief operation functions, including human capital, finance and accountability, support services, information technology, and strategic planning.

"Larry's extensive experience in information technology, human capital, and finance in the public, private, and non-profit sectors makes him uniquely qualified to lead TIGTA's support functions," George said.

Koskinen joined TIGTA in April from the Peace Corps, where he served as the agency's business architect. He previously was co-founder and Chief Executive Officer of Civitas Interactive Media, Vice President and Chief Information Officer of Development Alternatives Inc., and Vice President at the Council for Excellence in Government.

Koskinen's experience prior to joining TIGTA includes service on former Vice President Al Gore's National Performance Review initiative. Koskinen has held government management positions at the Peace Corps and at the U.S. Department of Commerce.

He is a graduate of the Rochester Institute of Technology and the Washington College of Law. He and his family live in Northern Virginia.
