The Treasury Inspector General for Tax Administration (TIGTA) today announced the appointment of R. David Holmgren as TIGTA's first Deputy Inspector General for Inspections and Evaluations (I&E).

Mr. Holmgren will oversee quick-response reviews, on-site inspections of IRS facilities, and in-depth evaluations of major agency functions, activities, and programs. TIGTA created the I&E Office in March to provide additional flexibilities in improving tax administration with the capability of completing timely assessments of IRS challenge areas.

Mr. Holmgren previously was Deputy Inspector General of the U.S. Marine Corps, where he directed programs that included inspections, assessments, evaluations, investigations, and intelligence oversight for over 250,000 military and civilian positions and almost $27 billion of annual total obligation authority.

Prior to his work with the Marine Corps, Holmgren was the Inspector General for the Office of Naval Intelligence and was then selected to be the first Inspector General for the newly established Navy Installations Command.

"His extensive resume and service to this country speak to his character and knowledge. We are fortunate to have him as part of our team."

Holmgren is a retired Air Force Officer who served in various assignments throughout the world including the NATO Headquarters in Naples, Italy, and as part of the Peace Implementation Force in Croatia and Bosnia-Herzegovina, and various staff and command positions.

He holds a Bachelor of Science degree in Business from Golden Gate University and a Master of Arts degree in International Relations from Creighton University. His certifications include: Senior Professional in Human Relations and Certified Inspector General.

He and his wife Melitta live in Lorton Va. They have two married daughters who live with their families in Texas.
