TIGTA Announces New Assistant Inspector General For Security and Information Technology Services

The Treasury Inspector General for Tax Administration (TIGTA) today announced the appointment of Alan R. Duncan as TIGTA's new Assistant Inspector General for Security and Information Technology Services (SITS).

Mr. Duncan will oversee TIGTA's assessments of the Internal Revenue Service's (IRS) Business Systems Modernization Program, which is intended to modernize the IRS's technology and related business processes. SITS also reviews the security of IRS computer systems, property and personnel, and disaster recovery procedures and activities.

Prior to joining TIGTA, Mr. Duncan was employed for more than a decade with the Defense Audit Service and for several years at the U.S. Department of Transportation's Office of Inspector General (DOT OIG). Mr. Duncan oversaw DOT OIG's assessments of the Department of Transportation's computer security programs and the modernization of the Federal Aviation Administration's air traffic control systems.

Mr. Duncan also served as President and Chief Executive Officer of Dynamic Access Systems and Vice President of Information Systems for Irving Burton Associates, and he was the Founder and President of Duncan & Associates, Inc. His companies specialized in operational audits, computer security assessments, internal control reviews, software development, and quantitative risk analyses of government and commercial computer systems and facilities.

"Alan brings a wealth of knowledge and experience to this position," commented J. Russell George, the Treasury Inspector General for Tax Administration. "His extensive resume and knowledge in the field of information technology will greatly enhance our ability to look critically at the IRS's various activities in this area."

"He will be a valuable asset to the organization," added Inspector General George.

"Modernization and security are the top management challenges facing the IRS," said Michael R. Phillips, TIGTA's Deputy Inspector General for Audit. "Alan's extensive background in information technology issues makes him a great fit for TIGTA's Office of Audit."

"We are fortunate to have him as part of our team," Deputy Inspector General Phillips added.

Mr. Duncan earned his Masters of Business Administration from Mount St. Mary's University and a Bachelor of Science degree in Business from Fairmont University, where he specialized in accounting and computer science. He completed the Wharton Information Systems Program at the University of Pennsylvania. Alan and his wife Meghan currently reside in the Montgomery County Agriculture Reserve near Sugarloaf Mountain in Maryland.
