Texas Woman Indicted for Her Role in Criminal Use of United States Treasury Checks

On May 10, 2023, in the Southern District of Texas, Whitley Carter was indicted on one count of conspiracy, one count of conspiracy to launder funds, four counts of bank fraud, and one count of aggravated identity theft. The indictment stemmed from the illegal acquisition and subsequent negotiation of United States Treasury checks, some of which had been stolen from the United States Mail.

According to court documents, beginning around November 1, 2021, and continuing until April 13, 2022, Carter and conspirators unlawfully acquired United States Treasury checks. The conspirators then used forged and counterfeit documents to open fraudulent bank accounts in the names of the payees on the stolen checks. They unlawfully endorsed the checks and deposited them into these fraudulent bank accounts, and then moved the funds by writing checks to cooperating individuals and other fraudulently created bank accounts. The conspirators then withdrew the illegal funds from the accounts via ATM transactions, debit card purchases, and other electronic transfer methods. In total, Carter and conspirators deposited over $4.4 million in fraudulent United States Treasury checks.
