Maryland Man Stole Over $230,000 in Tax Refund Checks

In September 2026, in the Northern District of West Virginia, Tijuan Arrington pled guilty to conspiracy to commit wire fraud.

According to court documents, Arrington obtained U.S. Department of the Treasury checks that had been legitimately issued to real entities or individuals. As part of the conspiracy, Arrington submitted applications to the IRS via the Modernized Internet Employer Identification Number (EIN) portal. The applications were processed at an IRS facility in Martinsburg, West Virginia, to obtain EINs for entities similarly named to those on the stolen U.S. Treasury checks. These EINs were used to open bank accounts in the name of imposter businesses. Arrington and his coconspirators deposited the checks then rapidly withdrew funds by various means before the financial institutions detected fraud.

At sentencing, Arrington could receive up to 20 years’ imprisonment. The federal government is seeking forfeiture of a luxury vehicle and over $180,000 in restitution.
